EYECONT – video analytics system for control of compliance with industrial safety rules and regulations at power utility companies

The compliance with safety rules and regulations is at most importance when performing maintenance and upgrade tasks at power installations because any violation of safety norms can lead to such negative consequences as work-place related injuries and even loss of human life.

Such safety rules and regulations include:

  • Mandatory use of electric protective (e.g. nonconductive gloves and boots, insulated rods, portable voltage meters, etc.) and personal protective equipment (e.g. hardhats, special purpose protective clothing, protective face shield, etc.) by the personnel when performing tasks;
  • Tidying up the workplace after completed maintenance and upgrade work.

To address the challenge for control of compliance with safety rules and regulations a system for video analytics can be implemented.

For this, the distribution and transformer power substations are equipped with the video surveillance cameras. In turn, EYECONT software analyses images received from cameras, detects members of the personnel on video, determines whether personal protective equipment is present and correctly equipped, examines whether the workspace is tidy after performed work, and also identifies instances of indoor smoking. In case of detected violations, the system immediately notifies the responsible party.

Functional capabilities of the system

  • Recognition of the personal protective equipment use conditional on the type of personnel (e.g. administrative and technical staff, emergency staff, maintenance staff, emergency and maintenance staff)
  • Determination of the correct personal protective equipment use by the personnel (e.g. jacket that is fully zipped with sleeves that are rolled down, nonconductive gloves that are properly put on the hands and are on the top of other clothes
  • Detection of left opened units of power distribution system after the personnel has left the premises of distribution and transformer power substations
  • Detection of smoking on the premises of distribution and transformer power substations
  • Detection of fire and smoke (as an additional safety measure to a fire alarm system)
  • Detection of cluttered paths between cells at distribution and transformer power substations
  • Recording violations in the event log
  • Detection of areas with restricted access between power distribution units due to workplace untidiness
  • Making automatic log entries for the detected violations
  • Sending notifications (via email and messaging services) to the responsible parties about detected violations
  • Automatic preparation of reports for detected violations for a specified time period

The main advantages of the system use

  • Reduction of costs for compensation payments to employees
  • Complete control for the safety of personnel at distribution and transformer power substations that are scattered across the city
  • Decrease in number of injuries and lethality
  • Improvement of workplace discipline and compliance with safety rules and regulations
  • Instantaneous notification of all responsible parties about violations
  • Collection of evidence for violation cases
  • Keeping evidential base of violations

Examples of solutions:

Control of compliance with safety regulations at the electric grid company
  • Absence or improper use of personal protective equipment (PPE) by employees;
  • Left opened switchboard cells;
  • Clutter between cells (abandoned tools and other items);
  • Smoking on site.
